resilient solutions for our clients. tetra tech is implementing the usaid power central asia activity under a five-year contract with usaid. launched on october 1, 2020, the usaid power central asia activity (pca) is designed to assist the five central asian countries to meet their national and regional energy priorities, improve energy security and resiliency, and unlock the economic benefits of regional electricity trade. each country’s national energy priorities are shaped by their indigenous resource base, domestic political-economy considerations, geopolitics, and international climate and energy policies. three complementary workstreams and associated activities support achievement of usaid’s pca goals. objective 1 focuses on creating a stronger policy, legal, regulatory, and institutional foundation for an effective electricity sector that can attract required investments. objective 2 focuses on making the power sector cleaner, smarter, and climate resilient. objective 3 focuses on supporting greater connectivity and cross-border electricity trade in the region. duties and responsibilities the regional power system specialist will provide technical support to the development of the regional electricity market and power sector in all countries of the central asia region. he/she will bring a sound understanding and a strong track-record in power systems operation and planning, and in the preparation of technical analyses. he/she will directly contribute to the pca objective 3 focused on supporting greater connectivity and cross-border electricity trade in the region. he/she might also contribute to other pca objectives and workstreams. the regional power systems specialist will work with a team of power system and electricity market experts in activities directly related to improving transmission systems conditions and operation of all five central asian countries and regional connectivity. in this capacity, he/she will: responsibilities: work with national counterparts and sub-consultants to collect, review and validate data and information necessary to prepare various technical assessments as well as regional power system studies. supervise and support the work of sub-consultants when carrying out technical assessments and power system analyses on behalf of pca. jointly with sub-consultants, analyze the results of power systems studies and develop recommendations for countries to upgrade/modernize and expand their national electrical systems and improve their operation to increase cross-border power exchange. review and provide comments to reports on power system studies submitted by sub-consultants. review interconnection standards, grid codes and operating rules and procedures, and provide recommendations for their improvement. on request, review studies carried out by others and prepare summaries highlighting the more salient points. liaise with counterparts from partner countries to advance the objectives of pca as they related to the creation of a regional electricity market. participate in meetings organized by pca with donors or partner countries, to discuss regional power sector issues. participate in knowledge sharing and capacity building/training activities with stakeholders and prepare and deliver professional presentations on different topics related to power system planning and operation. as requested by the cop, dcop or respective objective 3 lead, undertake other technical work to help achieve pca goals and results. contribute to the preparation of pca weekly, quarterly, and annual reports. respond to requests for information about pca’s energy activities as requested by usaid and stakeholders. requirements: a master’s degree in electrical engineering. at least 7 years of professional relevant experience working with power utilities in power systems planning and operation, as well as engineering analyses. familiarity with the operation and commercial aspects of electricity markets and cross-border trading arrangements will a plus. proven experience in the preparation of power system technical analysis using modeling techniques and tools such as digsilent and pss/e. experience in evaluating the operational security and resource adequacy in power systems and regional networks. strong analytical abilities. proficiency in the use of modeling techniques would be a plus. strong knowledge and understanding of central asia national power systems and their present challenges. strong data collection, analysis, reporting and presentation skills. fluency in russian and english (reading, speaking, and writing), excellent verbal communication skills and the ability to write clear, concise, and evidence-based reports. experience working with national government agencies and academic institutions in central asia is a plus. previous experience working with a multi-cultural team is a must. experience working on usaid or other international
