компания "филиал корпорации тетра тек и-эс, инк в республике казахстан" background:tetra tech is a leading provider of high-end consulting and engineering services for projects worldwide. we combine the resources of a global, multibillion-dollar company with local, client-focused delivery in more than 400 locations around the world. we are leading with science® to provide sustainable and resilient solutions for our clients. tetra tech is implementing usaidchr(39)s power central asia (usaid pca) activity in central asia. usaid is providing technical assistance and capacity building to the five central asian countries to help create an economically viable central asia regional electricity market (carem). through its assistance and leadership, usaid is partnering with central asian governments, donors, and other key stakeholders to develop and implement the market’s technical and regulatory frameworks and establish institutions needed to maintain a secure and stable regional electricity market. a central asian regional electricity market (carem) will reduce electricity costs for customers, enhance the security of the energy supply, and promote economic growth across the region and in central asian countries. the market will also facilitate commercial trade transactions and attract investments to the power sectors of central asian countries and neighboring south asian countries. this integrated market will also help the central asian countries transition to low-emission and climate-resilient economies by facilitating the increased trade of renewable energy, providing for fair transmission costs, and optimizing the usage of water resources in the region. inevitably, carem will help to lower carbon dioxide emissions in some countries and enable others to achieve their nationally determined contributions (ndcs) established under the paris agreement. responsibilities: 1. general coordination. carem country coordinator will provide a full range of coordinating services including, but not limited to the following: serving as a focal point representing pca in carem related communications with the government, other local stakeholders, and international counterparts; maintaining close working relationship with the carem working group members, the ministries, energy companies, ifis and other stakeholders to ensure uninterrupted communications pertaining to the carem development with all interested parties; ensuring timely collection and verification of the data required for completion of the pca-initiated carem technical studies and for development of a national strategy for carem implementation; facilitating the review of the pca-developed documents by the carem working ggroup members, the mewr and other stakeholders; ensuring that timely feedback thereto is provided to pca from the counterparts; facilitating the carem working group meetings and seminars: providing relevant assistance to the pca team; ensuring adequate participation by the host-country counterparts. providing other assistance as requested by the pca management. 2. logistical support. the carem country coordinator will also provide logistical support to the pca management related to carem activities (e.g., meetings, high-level country visits, etc.) s/he will also assist counterparts, in all logistical matters related to these individuals’ participation in the carem meetings (regular and ad hoc) outside the country (i.e., issuing and tracking the invitation letters, visa assistance, etc.). s/he will also provide organizational support and assistance to the pca team or other technical experts during their visits to the country. 3. monitoring and evaluation of the project progress. in coordination with the local stakeholders, carem country coordinator will also be responsible for carrying out field visits in case of necessity to verify that the reported progress is being achieved. s/he will conduct regular analyses of project monitoring and evaluation reports (as well as other project progress reporting documents) to identify potential bottlenecks that might affect the project implementation schedule and will coordinate closely with the pca management and key local stakeholders on potential problems and risks and advise on corrective measures needed to mitigate them. 4. other responsibilities. perform other tasks and responsibilities as instructed by the management of pca. the incumbent will be responsible for preparing and submitting the following reports and deliverables: inputs for project reports: shall be submitted in electronic format (in english) to pca objective 3 lead, elaborating on the major activities performed by the team and highlighting the progress achieved in the implementation of the carem activities during the reporting period. other deliverables: will include (but will not be limited to) plans, agendas, talking points, minutes of the meetings, presentations, project implementation schedules, financial reports/budget estimates, trip reports, etc. these will have to be submitted to the pca objective 3 lead on an as-required basis. requirements: the incumbent for the subject position should meet the following qualifications requirements: educational background the incumbent should possess, at minimum, a master’s degree in a related area (i.e. engineering, business administration, public administration, etc.). experience 10 years of experience working in the power sector is desirable. relevant experience includes top management employment by a governmental institutions/ministries (e.g. a generation/transmission/distribution companies), and/or a top project management position with a donor organization or an ifi implementing a technical assistance or infrastructure project in the power sector. experience in high-level coordination of infrastructure construction projects (preferably in the energy sector) with the national governmental institutions is desirable; 5 years of experience working for a governmental institution, an international donor organization, or an ifi-funded technical assistance project in the power sector is desirable; fluency in english and russian (reading, writing, and speaking) is required; knowledge of computer software for project management is essential; excellent communication skills, both verbal and writing, are essential; experience in management/coordination and/or in monitoring/evaluation of complex cross-border power projects (preferably in the area of high-voltage transmission line construction) will be considered a significant plus. additional information: the incumbent will be administratively, and technically supervised, and his/her performance will be directly evaluated, by the pca cop. additional guidance and requests for support may also come from the ministries, energy companies and other local stakeholders. in the implementation of his/her daily activities, the incumbent will work in close cooperation with all carem stakeholders, as well as with the donor and ifi representatives implementing the overall coordination of activities under the project. a key determinant of the incumbent’s success will be the reported degree of satisfaction, from each of these parties, with the performance of his/her duties. location: the post for this position will be in capital of the country. the job will require frequent in-country travel, as well as travel to other countries/locations to participate in the events/meetings related to the carem project as required. level of effort: the incumbent is expected to start the performance of his/her duties immediately upon signing the appropriate agreement with tetra tech (the estimated start date is september 2022). this is initially a part-time position with about 50% of employment to be changed to full-time with activity growing. this position requires the incumbent to be able to independently plan and organize his/her working schedule with minimal supervision and direction from the pca management. application deadline: interested candidates are invited to submit their cv and a cover letter of no more than one page detailing their relevant educational background and professional experience to ms. anastasiya kochetkova at the indicated email address no later than september 18, 2022 06:00 pm almaty, kazakhstan time. please indicate vacancy title: carem country coordinator in kyrgyz republic in the email subject line only shortlisted candidates will be contacted.
