компания "medecins sans frontieres" main purposesupport the mission (functional coordinators) in effective compliance and risk management thereby improving risk culture and integrity in the mission. coordinating and improving compliance, risk management, and oversight in missions to better identify, mitigate and respond to important risks in field operations. accountabilitiescoordinating compliance and risk management activities• in collaboration with the other coordinators in the mission he/she is responsible for maintaining an overview of compliance and risk management activities, ensuring a framework is in place and ensuring alignment and coherence of compliance policies across the mission.• ensure oversight and implementation of transversal compliance and risk management activities, such as data protection, fraud risk management, litigation and liabilities overviews, and follow-up of internal audit recommendations.• maintain oversight and assess and identify opportunities to strengthen internal controls.technical advice/support• assist in reviewing the adequacy of compliance and risk management systems, structures and procedures across the mission, providing advice upon and support delivery of measures as appropriate for their strengthening.• advise and support coordinators to strengthen compliance to internal procedures and local laws and regulations.• support risk management within the mission, ensuring coherence in approach and actively collaborating with coordinators to assist and build their capacities in the identification and assessment of risks in their areas of responsibility.• advice coordinators on the design and implementation of risk mitigation actions as required, oversee their implementation, and presenting the overview and progress to the cmt on a regular basis.• support the development of internal capacity for compliance and risk management in the mission, developing training and raising staff awareness.• creating mission-wide compliance policies in relation to the hq compliance and ethics strategies, such as an anti-fraud policy, in collaboration with hq and coordinators.• create and maintain a mission wide risk register and report regularly major risks.assist other coordinators in creating and maintain departmental risk registersmonitoring compliance context• stay abreast of external compliance developments (e.g. changes in local laws and regulations), advising on actions required to be taken and measures to be implemented in the mission.• identifying, evaluating and recommending measures to prevent fraud and losses in order to reduce risk of fraud, bribery and/or corruption.• alerting the hom and cmt, concerned coordinators and hq in case of suspicion of fraud or any relevant increase of risk.msf section/ context specific accountabilities• provide legal analysis and recommendations and ensure that all types of the contracts are in compliance with law before proceeding for signature• liaise with external law firms for litigation issues based on need• ensure all reporting and compliance obligations related to msf entities in the country are properly in place;• maintain a structure to realize the necessary transparency and shared decision-making on issues relating to legal, financial, and administrative risks that are reasonably foreseen to affect operations of the mission• focal point for local audits like moj audit, do internal audit as required• lead mission to follow the recommendations of moj/internal audits by maintaining and continuously updating risk register and providing feedback to the concerned parties.• responsible to handle d-docs (e-ijara, e-faktura, e-agreement etc. etc.) centralized system on behalf of hom.• responsible to monitor any change in the tax code, local regulations, prikaz relevant to operations of msf and sharing with relevant parties.• keep the fundamental documents of the mission (e.g.: mous, agreements, contracts, and others) in an organized and accessible way;• ensure legal and tax compliance for msf in uzbekistan under local laws and regulation and support the current implementation of measures for improvement. requirements• advanced degree in law, certificate in auditing (acca / cfa) and, or other relevant field (auditor/lawyer with accounting knowledge)• minimum 3 yearschr(39) relevant professional experience in compliance, risk management and/or in other relevant areas.• previous working experience as an auditor or a lawyer (international is an asset) humanitarian or not-for-profit organisation (legal compliance auditor or a lawyer with specific focus on administrative documentation of ngos desirable)• fluency in russian and uzbek (oral and written) and good command of the mission language (english• in-depth knowledge of local legal and regulatory context• high level of computer literacy extra motivation -
