Structural division: Procurement Department Reports to: Senior Buyer REQUIREMENTS: Bachelor’s Degree in Engineering / Business Administration / Commerce / Accounting or similar stream. At least 4 – 5 years of experience in a similar position as Buyer or Procurement Specialist preferably all in Mining / Heavy Industry or Construction Projects General knowledge of projects, mining, or experience working in a mine (quarry); Knowledge of the database of Russian suppliers and contacts; Basic knowledge of Major Suppliers (International & Regional) of materials & engineering equipment used for mining projects / processing plants / heavy industries Knowledge of the region through experience working with other cultures and people; Compliance with high ethical and professional standards of conduct in all aspects of business; Knowledge of Prism or similar ERP is preferred but not mandatory. Advanced knowledge of office MS-programs (MS Excel, Word, PowerPoint, Access), preferably knowledge of Knowledge of Prism or similar ERP is preferred but not mandatory. RESPONSIBILITIES: Sources and procures goods through acceptable procurement practices in a timely manner from the open market; Gathering information about possible goods suppliers and service providers; Carrying out market researches on the goods suppliers and service providers on the market; Conducting comparative analysis of the bids; Organization of technical evaluation of the bids; Organization of commercial evaluation of the bids; Reviews and negotiates procurement/contractual terms and conditions for completeness and accuracy and achieves the best value; Maintains appropriate records and files; Updates tracking logs and registers within the department; Maintains constant liaison with other departments to determine requirements and obtain specifications on goods to be procured; Applying Procurement performance metrics in support of the overall Procurement strategy; Evaluates continuous improvement opportunities; Ensures compliance with internal and external policies and regulations, and with ABC policies.
