компания "brunel russia" our client is an international investment fund. in order to set up a new project (value around 1 billion usd). we are looking for a cfo who will be based in tashkent. the candidate will be responsible to organize and execute all financial, accounting, reporting activities, and to ensure all processes within relevant functional responsibility are completed in a timely manner and in compliance with internal policies and procedures, as well as applicable regulations. the incumbent is also responsible for treasury function, and financing of all operations and investments in the project companies. essential duties & responsibilities by dimensions:- drive for results:- create a culture of execution and effectively communicates a sense of urgency in achieving short and long terms goals.- always balance between short term and long-term business needs while making decisions.- stay focused on organizationchr(39)s vision, mission and values while resolving conflicting situations.- continually raise performance standards & bar of expectations, support training and development of subordinates. financial reporting, budgeting & accounting:- ensure all reporting requirements of risks relating to errors, omissions, and non-compliance are clearly communicated.- design financial accounting and related systems (cash management, accounts payable, accounts receivable, credit control, payroll, inventory management system) in accordance with best practice and regulatory standards.- monitor short-term and long-term financial performance by tracking key performance indicators - operational and financial - and benchmarking with the investment base case, the budget and prior years.- prepare annual budget and longer-term business plans, coordinate and manage budget an business plans review stage, present budget and business plan for approval.- monitor and updаtеbudget and long-term business plan, as well as prepare periodic reports on execution against such budgets and business plans.- ensure timely, relevant and accurate financial reporting to the management of the company, board of directors, shareholders, lenders as required. financing and financial modelling- manage various facility agreements with local and international lenders and maintain relationship with the lenders and lenderschr(39) advisors.- follow-up and monitor compliance with the covenants, manage and mitigate risks of potential events of default under facility agreements in a timely and efficient manner.- responsible for the cash management of the company including working capital facility, cash deposits, cash collection.- maintain and updаtеfinancial models of the project, including periodic review and presentations to shareholders and relevant stakeholders. governance, tax and compliance- take a proactive role in organization of all audit committee/board/annual general assembly meetings as may be required within the area of competence.- lead tax planning and review tax returns.- work closely with the tax and tax/legal advisors to defend the companychr(39)s position for any tax dispute with the tax authorities. internal (processes, products, regulatory) and treasury:- ensure that all financial accounting transactions comply with policies, procedures, regulatory requirements, and international financial and accounting reporting standards.- conduct financial data reviews to propose opportunities for cost reduction as well as proposing and managing opportunities/initiatives to minimize financial risk.- manage corporate treasury, direct daily management of the treasury, and coordinate cash forecasting and analysis.- develop and updаtеmonthly cash forecast to establish and updаtеcash flow position and funding needs.- oversee cash flow forecast requirements and approve implementation of effective cash flow management, in coordination with concerned personnel and externally with financial institutions/banks for investment of surplus funds, loan facilities etc.- review and approve all expenditure requests in coordination with concerned section staff in developing company-wide procedures for capital expenditure budgeting, control, and reporting.- follow-up of regulatory matters which may impact the companies in the group. essential:- experience in billions usd project- master’s degree in accounting / finance, mba (with specialization in finance and accounting) from a reputable university; and / or fully qualified accountant (acca, ca, cima, cma, cpa).- minimum of 10-15 years of experience of which 5-6 years should be in a similar position / responsibilities preferably energy and o&g sector. preferred:- experience working in the cis region or uzbekistan in particular skills and experience:- project finance, accounting, budgeting, reporting, internal control knowledge and experience.- good notions of company and tax laws and regulations.- experience in the power industry.- excellent leadership skills and ability to manage people, tight deadlines and punctual heavy workload.- strong interpersonal skills, excellent communication, presentation and reporting capabilities.- high level of cultural awareness with the ability to engage and fit in a dynamic and multicultural team.- self-directing, ability to coordinate and direct others. hands on.- understanding of relevant laws, regulations and practices pertaining to different financing arrangements.- high degree of knowledge of project and structured finance facilities, analysis of related project cash flows, financial modelling, and report / presentation preparation.- in-depth knowledge of statutory and internal financial management standards.- direct experience in change management projects and initiatives, strategic transformation projects.- direct experience with designing and establishing new internal systems and processes, policies and procedures in line with requirements expected in an international company.
