Project Procurement Buyer (temporary) Mission: manage the procurement stream (supply chain) of industrial CAPEX projects with budgets ranging between 500 k€ and a few dozens M€ in Russia Responsibilities Ensure that the procurement of goods, works and services for selected projects be in conformity with the company procedures, rules and standards Carry out bidding processes in compliance with project requirements (specification, schedule and budget) and with category strategies designed by category management teams Negotiate terms and conditions with suppliers in accordance to AIR LIQUIDE interests and to the project execution strategy Expediting activities to sure that contracts are executing on time, on cost and on the specified quality level Main Tasks Build the Project Procurement Plan and regularly review it with the project manager Based on technical specifications provided by the project team, carry out bidding processes Draft and negotiate the contract terms and conditions, including commercial aspects - support from a legal advisor can be available, if required Calculate and report obtained savings Delegate to other procurement teams (Direct, Indirect, Tactical) and control the purchase of specific supplies and follow up their progress (PPM is accountable for all purchases of the project) Negotiate with suppliers potential change orders and claims Regularly report progress to project manager and his/her own hierarchy Sourcing of new suppliers and diversification of the existed supply chains depending on the situation on the external markets Localization tasks Required Profile Higher education (business/ technical) Experience in projects procurement or project management Experience with industrial projects, preferably in the chemical, oil and gas, or metals industry, and purchasing of construction services Capacity to elaborate procurement strategies for negotiations Ability to be involved simultaneously in multiple projects in their different phases Capacity to work efficiently with project managers from various cultural backgrounds Ability to coordinate procurement team members partially working for the project and not under his/her direct supervision Willingness to participate in projects within different business lines; curiosity and open mindedness Full command of Russian and capacity to work in English (spoken and written), including contract drafting, with suppliers and project stakeholders in both languages
