HSE specialist

We are looking for a HSE Specialist on Kazan site. The site HSE officer is responsible for Managing the safety on site during the Construction and Pre-/Commissioning phases. The brief range of the main duties on this position are the following: Records and validates contractors and workers documents (identity,training, ability/certificate/license, medical check) before to start the work Organize the periodic control of facilities equipments and PPE according the local regulation Ensure that the site facilities of company and contractors are installed in accordance with the local regulations (electricity, scare/pers, nb of sanitary equipment etc) Checks that first aids equipments (including extinguishers) are available on site and reports anomalies to contractor if needed Organize emergency drill Make monthly audit of site materials and tools Management of material safety means provided by Company Participate to Kick Off Meeting with EACH subcontractor company, describing all Safety requirements to work on Site, actions and follow-up Participate to the weekly progress meeting (safety parts) Assist to weekly safety meeting/safety committee Assist the coordination meeting, communicates information to support the safety section of the coordination meeting Prepare weekly a resume of daily safety inspections (to sent to Safety manager) Check the weekly tool box meeting done by each subcontractor’s safety manager or officer. Determines the tool box meeting topics according planned hazardous activities, anomalies/dangerous events observed on site Animates Safety Tool box meeting (collaboration) Check the monthly audit with topics (welding, scaffolding,) done by subcontractor’s safety manager or officers. Performs site contractors monthly safety audits (collaboration) Animates safety induction training for newcomers (collaboration) Provides necessary information to anticipate the previous communication AL team and neighbours Performs daily site inspection, observation of anomalies Ensures that all safety preventions and measures specified in HSES plan and company standards are applied on site Fill the safety observations files follow-up Ensures the good application of site correctives actions Animates accident or major hazardous event investigation meetings with management and contractors involved. Provides necessary information to anticipate the previous communication to local authorities Requirements: Ground qualification in Safety: bachelor level or equivalent. Minimum of 2+ years’ experience in health and safety Minimum of 1+ experience of operation on Site Knowledge of regional EHS legislative framework Experience in organizing the issuance of work permits for combined work First aid certificate. Work at height certified.
