entity of the french company suez international sas in tashkent.the company has signed a 7-year contract with tashkent city municipality and the ministry of housing and communal services on march 7, 2020.project: tashkent water transformation planthe total budget of the project is 185.4 million euros, of which 142 million euros will be disbursed through loans from leading european banks - the funds will be used to modernize urban water supply and sewerage networks and improve their management in accordance with the highest international standards.main activity:- upgrade tashkent water public service to an international standard- bring the experience of suez, introduce modern technologies, equipment and software to improve the management of drinking water supply and sewage system in the city of tashkent- improve financial sustainability of the water service. position summary:provides coverage to the head of water network and the head of wastewater network and assists in implementation of the actions for improvement of the efficiency of the water network (length of 3 700km) & the sewage network of tashkent (length of 2700 km- separated network), in collaboration with the operator of the water and wastewater services of the city.responsibilities & duties:• acts in the capacity of water network department head or the wastewater network department head in the absence of the incumbent.• supports hydraulic modelling studies and calibration as well as other projects requiring detailed technical analysis.• determine the place of installation of needed sensors (flowmeters, quality analysers, quality sensors). perform field inspections to ensure the correct functioning of these sensors.• prepare, design and ensure the implementation of projects planned in the contract concerning water & wastewater networks : installation of valves, pressure regulators, flowmeters, tests.• actively involved in designing structures and advises team members regarding any changes that need to be made and communicate it to the management accordingly.• coordinates with the client the renewal and installation of new water & wastewater pipes and valves in the city of tashkent.• identifies technical or any other issues, advises tsst about the repairs and improvements to bring to the water & wastewater network in coherence with the master plans which will be elaborated at the beginning of the contract.• coordinates the commissioning of installation and renewal of pipes with the master plan experts and the client.• train the staff of tsst to the use of the tools and methodologies implemented.• develops and implements operational progress tracking and quality control systems, analysing quality control, maintenance, and other operational reports, to detect problems.• review status reports prepared by project personnel and modify schedules or plans as required;• regularly collaborates with project key personnel to provide advice and guidance if necessary.• provides direction and feedback to field personnel on specific requirements, visiting sites and providing field observation, as necessary.• attends inspections and recommends acceptance or rejection of completed works.• represents the organization on matters within the competence of the incumbent.• ensures that effective internal controls are in place and ensures compliance with all governmental administrative requirements as well as applicable international and local regulatory laws;• ensures high standards of hse in the planning and execution of operational tasks.• the job description is not exhaustive and may assume additional tasks within the competence of the incumbent qualifications:• b.s. in environmental or civil engineering or related engineering discipline.• strong background in closed conduit and open channel hydraulics.• knowledge of occupational hazards and hse standards.• at least 5-7 years of experience as a civil/environmental engineer primarily in the water/wastewater/water resources design and permitting services.• experience in serving various municipal, federal, industrial, and other clients involving a wide variety of fields including water, wastewater, and water resource for planning, consulting, design, and construction services.necessary knowledge:• practical knowledge of equipment, materials, methods, and practices used in managing water distribution system.• proficient in hydraulic modelling.• deep knowledge of operational characteristics of water distribution systems methods.• can read and interpret water distribution maps and drawing.• knowledge of the functions and servicing requirements of water plant machinery and the process involved in the treatment and pumping of water.• knowledge of the capabilities and limitations of electronic computers and instrumentation and the role they perform in water production, treatment, and distribution.• knowledge of occupational hazards and health and safety regulations.special skills/abilities needed:• excellent written and verbal communication skills, including ability to interface with clients, contractors and regulatory agencies is critical.•
