компания "компания по рефинансированию ипотеки узбекистана" reports to: head of refinance (business) operations division about the company: jsc mortgage refinancing company of uzbekistan (uzmrc) uzmrc is a non-bank financial institution, and its main purpose is to provide long-term funding to partner commercial banks (henceforth - banks) through refinancing eligible mortgage loan portfolios. the mandate of the uzmrc is to promote and develop the mortgage market of uzbekistan. summary: the refinance operations analyst is responsible for in-depth analysis of banks and their portfolios of mortgage loans provided as collateral. conducts lending and monitoring operations to banks. supports the head of business operations (refinancing division) in day-to-day operations. duties and responsibilities: conduct high-level relationship management with assigned banks on a “going-concern” base. develop account plans for assigned banks and ensure reaching them. conduct periodic in-depth financial & integrity due diligence of partner commercial bank’s financial and operational performance. process applications from banks for refinancing (lending) purposes. analyze, audit, and validate bankschr(39) offered mortgage loan portfolios for complying with the eligibility criteria set by the uzmrc for the purpose of refinancing. prepare and formalize lending agreements, pledge agreements, and a general refinancing agreement. conduct periodic (quarterly) analysis and audit of pledged mortgage loan portfolios for permanent compliance with the eligibility criteria of uzmrc. ensure soundness of portfolio by replacing ineligible loans with new eligible ones and ensure that the required level of over-collateralization is always maintained. ensure loans are disbursed according to the company’s policies and procedures. file and maintenance of electronic documents of banks. ensure that the periodic installments by the banks are received in a timely manner. ensure that the periodic (quarterly) reports are submitted by the banks in a timely manner. ensure that defective loans are substituted with eligible mortgages. responsible for the safekeeping of all documents relating to mortgage refinance. assist the head of refinance operations in day-to-day activities: the preparation and updating of various reports, internal documents, guidance, and other documents. ensure that the refinancing operations are carried out in accordance with the refinance manual. prepare on a regular basis report to be submitted to management/supervisory board. competencies: communication - ability to listen, persuade, and adapt. delivery - ability to get things done while exercising good judgment. operational efficiency - ability to identify and execute opportunities to improve operational efficiency. problem solving – information analysis: forecasting potential problems and planning; allowing for alternative, creative solutions and identifying the most reasonable solutions. logical (deductive) thinking and problem-solving. knowledge management - ability to capture, develop, share, and effectively use information and knowledge. required skills and experience: degree in banking/finance or equivalent professional qualification. at least 3 years of working experience in a financial institution. background in credit underwriting and/or financial analysis. experience in the usage of computers and ms office packages. advanced knowledge of spreadsheet and database packages. language requirements: english (intermediate), russian (fluent), uzbek (fluent). the following skills are advantages: extended experience in mortgage loan financing at least cfa level 1 or acca knowledge level ideal candidates will be from 1) the banking sector and have experience working with residential mortgages, or 2) spheres related to performance and financial analysis of companies and markets.
