компания "филиал корпорации тетра тек и-эс, инк в республике казахстан" background:tetra tech is a leading provider of high-end consulting and engineering services for projects worldwide. we combine the resources of a global, multibillion-dollar company with local, client-focused delivery in more than 400 locations around the world. we are leading with science® to provide sustainable and resilient solutions for our clients. tetra tech is implementing usaid’s power central asia (pca) activity in central asia since october 2020. the regional pca activity is intended to assist the five central asian countries—kazakhstan, kyrgyz republic, tajikistan, turkmenistan, and uzbekistan—to meet their national energy priorities, reap economic benefits from cross-border energy trading, and improve energy security through greater regional connectivity. under this contract, usaid pca will provide technical support to national governments, utilities, and other stakeholders to develop domestic energy market reforms, strengthen the regional electricity market, and promote greater adoption of clean energy technologies from conventional and renewable sources. position summary:the procurement and contracts consultant will support procurement and subcontracting tasks under the usaid pca activity. primary responsibilities include (1) providing procurement and contractual advice to field office staff;(2) collecting and drafting pre-award, award, and post-award documents (2) ensuring compliance with various regulations, policies, and contracts; and (3) determining contractual obligations and risk mitigation. position category:this is a part-time consultant position with 10-15 days of work in a month for a period of six months. the contract can be extended for another six months based on satisfactory performance. this consultancy position is remote, but close coordination and communication with usaid pca’s almaty office will be required (candidates from central asia and/or nearby time zones are preferred). responsibilities: create, modify, and execute purchase orders, subcontracts, service agreements, and independent consultant agreements. coordinate with subcontractors, and vendors regarding labor rates and salary requests, travel, consent to subcontract and large procurements, contractual revisions, and other procurement matters. coordinate rfp technical evaluation team members. draft procurement documentation, including rfqs/rfps, evaluation memos, negotiations, and sole source justifications, etc. conduct commercial item determinations for procurement of commodities and services. ensure project compliance with government contracting and procurement requirements. perform cost/price analysis of subcontractor bids and proposals. review and negotiate subcontracts and vendors’ budgets. perform other related duties as assigned requirements: minimum of 5 years of relevant work experience, preferably in international donors and financial institutions bachelor’s degree preferably in the international development field, law, business administration, or equivalent job experience prior work experience with u.s. federal government contracting and procurement, preferably with usaid and other donor agencies is strongly desired a knowledge of the federal acquisition regulations (far), usaid acquisition regulations (aidar) a good knowledge of the procurement rules and regulations in central asian countries strong attention to detail excellent communication and writing skills proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment excellent negotiating and budgeting skills advanced in microsoft excel and proficient in word fluent in english and russian terms: *there is no closing date for this position. however, tetra tech may elect to create a short list and interview persons if and as the need arises in the project. to apply: interested candidates are invited to submit their cv and a cover letter of no more than one page detailing their relevant educational background and professional experience to ms. anastasiya kochetkova at the indicated email address. only candidates who have been selected for an interview will be contacted. no phone calls, please. the pca is not obligated to fill this position.
