Please send CVs in both English and Russian Purpose of the role Responsible for the quality HR management for the organization, including development and implementation of HR polices and efficient support to all projects Responsibilities Know labour and migration legislation in the country; keep her/himself informed of any amendments. Inform HR Coordinator in case a legal risk is detected within her/his area of responsibilities and suggests actions to take in order to prevent it. Follows up employees’ claims and keeps HR Coordinator informed. Know/develop policies, procedures, tools, standards and principles regarding all staff (national, international, regional, etc.) working conditions, benefits and remuneration, job profiles and function grids, health coverage, labor protection policy, personal data processing policy, recruitment and induction, etc., adapt them to the internal organizational rules and ensure an equitable, efficient, transparent, fair and accountable implementation by all staff. Be responsible for ensuring that all functions and job profiles in the organization meet with the function grid approved by HQ and are aligned with MSF Standard Job Profiles and Function Grid, and that any new function or amendment to an existing one and approved in advance. Keep mission organizational charts updated. Be responsible for ensuring that staff remuneration (salary, adjustments, compensations, final settlements, etc,) and benefits (holidays, leaves, social coverage, health coverage, etc.) meet with the organizational salary grid validated by HQ, Internal Regulations and HR policies. Consolidate all payroll data from the projects, responsible for the quality of the payroll as per internal MSF rules and with the use of internal software in coordination office and all project locations; be a technical referent for this software for all projects In close collaboration with HR Coordinator, ensure regular administrative meetings with all staff take place in order to ensure they are aware and respect their rights and duties and to inform them of any change in Labour legislation and general employment framework Ensure quality of HR documentation for the whole organization (including preparation for the audit), an efficient filing system (physical and electronic files) of all administrative files at Mission level, in accordance with personal data protection rules. Upon request of the HR Coordinator, maintain regular contact with ministries, national administrations, other MSF sections and other NGOs to improve/keep up to date with administrative practices. Ensure that all visa/work permit arrangements, international and internal movements and accommodation for all staff are properly managed (visas, tickets, travel allowance when necessary, dates of arrival/departure, etc.), with support of other HR staff. Lead recruitment process for both local and international employees, as per internal rules and requirements Support HR Coordinator with preparation of HR budget as requested Update HR overviews and prepares monthly HR reporting as per internal rules Take part in briefing/induction for the new national and international employees Supervise HR team under his/her line management to ensure efficient HR management and administration, provides training when necessary. Regularly visit the projects and spend time there to support with proper implementation of HR processes Requirements Higher education (diploma) in accounting or HR. Proven experience in human resources management and administration, accounting (at least 4 years) Practical experience of leading the implementation of HR policies (labor protection, personal data processing, recruitment, etc.), knowledge and understanding of the challenges and solutions Experience of HR administration for foreign employees Excellent knowledge of Russian labor law, migration law Computer proficiency in MS Excel and Word, 1C HR Fluent spoken and written English. Excellent Russian. Ability to write good quality documents in both languages, high literacy Readiness for regular business trips Competences Self-motivated and driven, able to work independently Good communication and problem solving skills Flexibility and willingness to adapt quickly to changing plans High levels of patience and tolerance are essential; stress management Team player; works well with others Cross Cultural Awareness Good sense of humor Willingness to travel and spend time in the project area or other parts of Russia for longer periods based on needs and priorities Employment conditions: Full-time employment, contract for 1 year (till 31/12/2023) with possibility to extend Will be based in the Moscow office, but is expected to visit project locations upon need but regularly.
